USO DO TERRITÓRIO NO OESTE DE SANTA CATARINA: PRODUÇÃO AVÍCOLA E AS CRISES DE ABASTECIMENTO / USE OF TERRITORY IN THE WEST OF STATE OF SANTA CATARINA, BRAZIL: POULTRY PRODUCTION AND THE SUPPLY CRISES

Resumo

O presente estudo busca analisar a produção avícola, a sua relação com a produção de milho e as crises de abastecimento que ocorreram nos últimos anos, em especial em 2008, 2012 e 2016, na mesorregião Oeste de Santa Catarina. Com a intenção de compreender a dinâmica produtiva nessa região, mobilizaremos a categoria de análise “uso do território”. Essa categoria foi proposta por Milton Santos com a finalidade de realizar estudos baseados em abordagens territoriais em que o espaço é considerado como uma instância social. Foram realizadas análises com base em autores que estudaram a região, relatórios de empresas privadas e órgãos governamentais e banco de dados públicos. Os resultados da pesquisa mostram uma contradição entre a forte presença do circuito espacial avícola, que necessita de cereais (especialmente o milho) para abastecer as suas fábricas de ração, e a gradual redução das áreas de cultivo desse cereal no espaço agrícola regional. Abordamos, ainda, a presença de atores regionais não hegemônicos (sindicatos e cooperativas) que atuam preocupados com as questões do campo e buscam estimular, e mesmo organizar, uma produção agropecuária baseada no território, com vistas a mitigar e superar os problemas dos espaços rurais engendrados pelo uso corporativo do território.ABSTRACTThe present study seeks to analyze the poultry production, its relation with maize production and the supply crises that have occurred in recent years, especially in 2008, 2012 and 2016, in the western mesoregion of the state of Santa Catarina. With the intention of understanding the productive dynamics in this region, we will mobilize the analysis category of use of territory. This category was proposed by Milton Santos with the purpose of carrying out studies based on territorial approaches in which space is considered as a social instance. The analyses were performed based on authors who studied the region, reports of private companies and government agencies and public databases. The research results show a contradiction between the strong presence of the poultry space circuit, which requires cereals (especially maize) to supply the ration factories, and the gradual reduction of this cereal cultivation areas in the regional agricultural space. We also deal with the presence of non-hegemonic actors (unions and cooperatives) that work in the region concerned with the "field issues" and that seek to stimulate, and organize, an agricultural production based on the regional territory, with the objective of mitigating and overcoming the problems in the rural spaces engendered by the corporate use the territory.Keywords: Use of territory; Poultry production; Regional production of maize; Geopolitics of the place
