Documentary analysis of minutes of the tourism regional governance instances of Baixada Verde/ RJ

Abstract

Regional Governance Instances (IGR) are groups composed of agents interested in developing tourism in a manner, how the name suggests, regionally and that are guided by the Federal Government considering the strategy of regionalization that replaced, about two decades ago, the municipalization one. Given this context, this work aimed as an objective bring the results of analysis of the documents produced by the IGR Baixada Verde (IGRBV), in Rio de Janeiro, throughout its years of existence. While method, it was used Institutional Ethnography which focuses on the performance of each subject who composes any institution. While research techniques, in addition to bibliographical review, the documentary analysis of minutes of ordinary and extraordinary meetings that were analyzed through Content Analysis (AC). As results, we can mention at least three: 1- the difficulty of IGRBV in formalizing itself, given the counterproductive action of the Ministry of Tourism that does not guarantee a budget allocation for tourist regions; 2- the importance of debating about accountability in regional scale; and 3- the necessity of including both political and university groups in those arenas of debate and decision-making. The academic contribution of this paper concerns, therefore, the need to critically reflect on the updating of federal strategies to the tourism development. From those reflections, it is possible to develop new practices of planning and comprehension of governance and the respective Brazilian tourist regions. It is important to mention that this result is part of a bigger research which resulted in a doctoral thesis.
