Impersonality and the Criteria for Disqualification in Competitions for the Federal Higher Education Teaching Career

a Study of the Internal Regulations of Federal Universities in Brazil

Abstract

Academic endogeny, characterized by hiring faculty members by the institution where they completed their education, poses a challenge to the impartiality of public selection processes for federal higher education teaching positions. Aiming to identify patterns and practices that may foster endogeny and compromise the transparency of these processes, this study examined the internal regulations regarding criteria for the formation of examining committees across 68 Brazilian federal universities using the Content Analysis Method. Results revealed a diversity of approaches and a lack of standardization in disqualification criteria, indicating the need for clear and transparent guidelines to promote impartiality and ensure the integrity and academic excellence of federal universities.
