Abstract

Resumo: O presente artigo investiga a infraestrutura de cabos oceânicos como alicerce fundamental para a Era Digital e a Quarta Revolução Industrial, contrapondo o senso comum que atribui primazia aos satélites nas telecomunicações globais, visto que 99% do tráfego de dados ocorre via submarina. A análise situa a necessidade de transmissão de dados em alta velocidade como pré-requisito para a integração entre os mundos físico e virtual, característica definidora da Indústria 4.0. Neste contexto, examina-se a implementação do cabo EllaLink, que conecta o Brasil à Europa, substituindo o sistema Atlantis-2 e viabilizando a expansão da tecnologia 5G através de uma conexão de alta capacidade. O estudo ressalta a reconfiguração geopolítica do Atlântico Sul, que transcende sua função tradicional de transporte de mercadorias para se consolidar como um vetor de fluxo informacional estratégico. Conclui-se que, apesar da modernização tecnológica, persiste uma defasagem nas políticas de Segurança e Defesa nacionais para proteger esses ativos críticos, demandando uma renovada visão estratégica sobre o domínio marítimo brasileiro.

Abstract: The present article investigates the infrastructure of submarine cables as a fundamental foundation for the Digital Age and the Fourth Industrial Revolution, challenging the prevailing notion that attributes primacy to satellites in global telecommunications, given that 99% of data traffic is conducted via submarine routes. The analysis posits the necessity of high-speed data transmission as a prerequisite for the integration between the physical and virtual worlds, a defining characteristic of Industry 4.0. In this context, the implementation of the EllaLink cable is examined; connecting Brazil to Europe, it replaces the Atlantis-2 system and enables the expansion of 5G technology through a high-capacity connection. The study highlights the geopolitical reconfiguration of the South Atlantic, which transcends its traditional function of commodity transport to consolidate itself as a vector of strategic informational flow. It is concluded that, despite technological modernization, a gap persists in national Security and Defense policies to protect these critical assets, demanding a renewed strategic vision regarding the Brazilian maritime domain.
