A educação a distância nas instituições federais de ensino: novas relações no processo de trabalho docente

Resumo

O artigo é resultado de uma investigação que teve por objetivo analisar a organização do trabalho docente decorrente da expansão da educação a distância (EaD) nas instituições federais de ensino. Para tanto, analisamos, por meio de uma pesquisa qualitativa, a implantação dos programas Universidade Aberta do Brasil (UAB) e Escola Técnica Aberta do Brasil (e-TEC Brasil) através dos cursos de Licenciatura em Matemática a Distância da UFPel e do curso Técnico em Biocombustíveis do IF Sul-rio-grandense, respectivamente. Investigamos as condições de trabalho a que estão submetidos os docentes desses programas de educação a distância, quais as relações de trabalho desses docentes, bem como se tem constituído o processo de trabalho em termos de sua fragmentação e intensificação. Verificamos que há uma profunda divisão de tarefas entre os diferentes níveis do trabalho docente bem como a terceirização de funções docentes, o que faz aparecer trabalhadores em educação nas instituições federais de ensino sem vínculo empregatício com essas instituições. A flexibilização e as novas formas de regulação entre capital e trabalho se tornam evidentes no interior da educação pública federal. Palavras-chave: trabalho docente; educação a distância; UAB; e-TEC Brasil.Distance education in the federal institutions of education: new relationships in the process of teachers’ workAbstractThe article is the result of an investigation that aimed to analyze the organization of teachers’ work resulting from the expansion of distance education in federal institutions of education. To this end, we have analyzed, by means of a qualitative research, the implantation of the Open University of Brazil (UAB) and of the Open Technical School of Brazil (Brazil E-TEC), through the courses of Distance Degree in Mathematics, of UFPel, and of Technical Biofuels, of IF-Sulriograndense, respectively. We have investigated the working conditions to which are subjected the teachers at both these distance education programs, their work relations, as well as how their work process has been constituted, in terms of its fragmentation and intensification. We have verified the existence of a profound division of labor among the different levels of teachers’ work, as well as the outsourcing of teachers’ functions, which brings up workers in education, in the federal institutions of education, who do not have an employment relationship with such institutions. Both flexibilization and new forms of regulation between capital and labor are evidenced within the federal public education. Keywords: teaches’ work; distance education; UAB; Brazil E-TEC.
