Geopolitics of the Oceans and Marine Spatial Planning

Resumen

Resumo: O presente estudo analisa a interseção entre a Geopolítica dos Oceanos e o Planejamento Espacial Marinho (PEM), definindo este último como instrumento essencial para a governança sustentável e a promoção da "Economia Azul". No contexto brasileiro, destaca-se o compromisso estatal, formalizado no X Plano Setorial para os Recursos do Mar, em implementar o PEM até 2030 sob coordenação da Marinha do Brasil. A fundamentação teórica revisita clássicos da estratégia naval, contrapondo a lógica de conquista territorial de Alfred Mahan à perspectiva de Julian Corbett, que privilegia o controle das linhas de comunicação e fluxos marítimos. Argumenta-se que a visão corbettiana apresenta maior aderência ontológica ao PEM, pois compreende o oceano como espaço de circulação, onde a soberania se exerce não pela ocupação estática, mas pela modulação de dinâmicas e mitigação de ilícitos. Conclui-se que a análise geopolítica é fundamental para estruturar um ordenamento que respeite a natureza fluida do domínio marítimo.

Abstract: The present study analyzes the intersection between the Geopolitics of the Oceans and Marine Spatial Planning (MSP), defining the latter as an essential instrument for sustainable governance and the promotion of the "Blue Economy". In the Brazilian context, the state commitment is highlighted—formalized in the X Sectoral Plan for the Resources of the Sea—to implement MSP by 2030 under the coordination of the Brazilian Navy. The theoretical foundation revisits classics of naval strategy, contrasting Alfred Mahan's logic of territorial conquest with Julian Corbett's perspective, which privileges the control of maritime lines of communication and flows. It is argued that the Corbettian view presents greater ontological alignment with MSP, as it comprehends the ocean as a space of circulation, where sovereignty is exercised not through static occupation, but through the modulation of dynamics and the mitigation of illicit activities. It is concluded that geopolitical analysis is fundamental for structuring a planning framework that respects the fluid nature of the maritime domain.
