The Urgency of Public Policies when Climate Emergencies Focused on the Reality of Artisanal Fishing: a Report on the Lagoa dos Patos Estuary

Abstract: This text examines the specificities of artisanal fisheries within the context of climate emergencies, considering the impacts of recent rainfall events in Rio Grande do Sul on the productive and reproductive processes of fishers in the Patos Lagoon Estuary (ELP). To this end, the analysis proceeds from an assessment of the insufficiency of social protection public policies addressing climate emergencies within this sector. The data were derived from qualitative social research, conducted via in-depth interviews with twelve artisanal fishers. It is concluded that the rainfall, beyond causing immediate material deprivation, results in a loss of financial resources necessary for fishing operations and leads to failed harvest seasons. Finally, the study argues for the necessity of devising public policies tailored to this reality and outlines specific recommendations.
