Global Governance: Challenges to Achieving the Goals of the un Sustainable Development Agenda

Abstract

Resumo: O objetivo geral deste ensaio é discutir os desafios relacionados à implementação dos Objetivos de Desenvolvimento Sustentável (ODS), estabelecidos em 2015 por meio de Resolução no âmbito da Assembleia Geral da Organização das Nações Unidas (ONU). A discussão é fundamentada no conceito de governança global das Relações Internacionais, entendido como as múltiplas formas pelas quais os indivíduos e as instituições, públicas e privadas, administram os problemas comuns. Por meio dos ODS os países se comprometeram voluntariamente com a implementação de metas até 2030, contando com o engajamento dos diferentes atores sociais. A abordagem é qualitativa a partir de fontes primárias e secundárias, com finalidade analítico-descritiva. Entre os desafios para o alcance das metas, destacam-se a carência de dados e de estímulos à implementação, especialmente, nos países e regiões menos desenvolvidas.

Abstract: The general objective of this essay is to discuss the challenges related to the implementation of the Sustainable Development Goals (SDGs), established in 2015 via a Resolution within the scope of the United Nations (UN) General Assembly. The discussion is grounded in the concept of global governance within International Relations, understood as the manifold ways through which individuals and institutions, both public and private, manage common problems. Through the SDGs, countries voluntarily committed to the implementation of targets by 2030, relying on the engagement of diverse social actors. The approach is qualitative, utilizing primary and secondary sources, with an analytic-descriptive purpose. Among the challenges to attaining the targets, the scarcity of data and incentives for implementation are highlighted, particularly in less developed countries and regions.
